A Showcase of Excellence: Te Kuru Wetland

Leading the way in climate-resilient infrastructure is Christchurch City Council's Te Kuru wetland redevelopment, which recently won the prestigious 2025 IPWEA Excellence Awards for Environment & Sustainability and the 2025 Public Works Project of Year. This groundbreaking project demonstrates how innovative thinking and integrated design can deliver multiple community benefits while addressing critical climate challenges.

 

Te Kuru, meaning "the blow with the fist" in te reo Māori, is a 109-hectare stormwater facility that exemplifies Water Sensitive Urban Design (WSUD) principles. The NZD$50 million project, completed in 2024, can hold over one million cubic metres of floodwater during major rain events, significantly reducing flood risk downstream in the Ōpāwaho/Heathcote River catchment.

 

But Te Kuru is much more than flood protection. The facility treats stormwater runoff from surrounding residential areas, improving water quality in Cashmere Stream through natural filtration processes. Its design includes expansive wetland areas that provide biodiversity habitat, featuring 150,000 trees and 650,000 native plants that create thriving ecosystems.

 

Perhaps most importantly, Te Kuru demonstrates how climate infrastructure can enhance community life. The facility includes 14 kilometres of shared recreational paths for pedestrians and cyclists, connecting to various local routes and creating new opportunities for outdoor recreation.

 

When the stormwater basins aren't storing floodwater, the wetlands become a beautiful recreational space that residents can enjoy year-round.

 

The project's success lies in its integrated approach, and the team worked with the local community to honour the area's cultural significance, while delivering practical climate solutions. This collaboration ensures the project respects traditional connections to the land while serving contemporary community needs.

 

Christchurch City Council's Head of the Three Waters Unit, Gavin Hutchison, says: "The successful delivery of the Te Kuru project reflects the strength of our strategic planning, cross-functional collaboration, and commitment to delivering high-quality outcomes for our communities."
